Definition: The designator for indicating what type of source selection process along the best value continuum (see FAR 15.101) was used to determine the successful offeror for an award, if any.
FAR/DFARS: FAR 15.101.
Required: This field is required on an FSS, GWAC, IDC, Part 8 BPA, PO, Definitive Contract, Delivery/Task Orders under FSS/GWAC/Multiple Award IDC/BOA, BPA Calls Under Multiple Award Part 8 BPA/Part 13 BPA. This value will populate on a Delivery/Task Order from the referenced Single Award IDC and populate on a BPA Call from the referenced Single Award Part 8 BPA. This value is Not Applicable for a BOA, a Part 13 BPA, or any NASA Awards (Cooperative Agreement, Grant For Research, Intragovernmental, Funded Space Act Agreement, Training Grant).
Values:
LPTA Lowest Price Technically Acceptable: Select this option if contract award used the LPTA source selection process. LPTA is defined in FAR subpart 15.101-2, but select this option if the process was used for competitive procurements conducted in accordance with other subparts (e.g., 8, 12, 13, 16).
TO Trade-off: Select this option if contract award used any type of best value tradeoff process using price/cost and non-price/cost factors to determine the successful offeror award. Trade-off is defined in FAR subpart 15.101-1, but select this option if the process was used for competitive procurements conducted in accordance with other subparts (e.g., 8, 12, 13, 16).
O Other: Select this option if contract award did not use LPTA or a Trade-off process, to determine the successful offeror (e.g., price-only, sole-source).
FPDS Legacy: None.
Instruction: Report the choice for the type of source selection process used. Noncompetitive awards should be entered as ‘Other’. Competitive awards should be reported using one of the available choices. Report LPTA or TO, as appropriate, when a source selection process was used on awards issued using any FAR part procedures (i.e., not limited to FAR part 15).
